Please note last two paragraphs here. PEPFAR funds are still not being distributed.

Yes. A limited waiver for a 90 day period was granted. It includes "urgent life-saving HIV treatment services" provided by the program.

It was not immediately clear what was included in the waiver when it was granted (note the clarification on Feb 6 mentioned below) and there are still difficulties with implementation as of Feb 12.
